　　施工前期階段：
　　按國家及地方的計價規(guī)范，編制工程量清單或施工圖預(yù)算。
　　施工實施階段：
　　對施工全過程實施造價跟蹤，及時審核工程款支付申請及工程量變更造價，定期向業(yè)主報告工程費用控制情況。
　　工程竣工階段：
　　以施工承包合同及計價規(guī)范，對承包商的竣工結(jié)算進行審核，合法合理地界定工程造價。
　　Initial stage of construction: prepare bills of quantities or working drawing estimate according to state and local Code of valuation.
　　Construction execution stage: trail consultation cost for the whole process of construction, review timely application for project payments and consultation cost of change of bill of quantities and make report relating to project cost control to the client regularly.
　　Completion stage: review contractors’ completion budgeting according to construction contract and code of valuation and define project consultation cost reasonably.
